These stardates take the form YYXXX.XX where the first two digits refer to the year with 2323 being year zero and the remaining digits being the decimal portion of the year.
This last function also converts from Gregorian/GMT dates into stardates but assumes a standard year length of 365.2425 days and thus has stardates of equal length regardless of whether the Gregorian year is a leap year or not.

For the sake of making the first two numbers of the Stardate match the current year's number, I decided to consider the 20th Century as starting in 1900 and ending in 2000.
I came up with a little algorithm which calculates this fairly well, and wrote a Turbo Pascal program which does it all for me. This is a very simple program, and anyone using it would have to modify it to their time zone, possibly removing the corrections for Daylight Savings Time.
After using it for a while, you may notice that the first decimal place in the Stardate is very roughly equivalent to one hour.
