It is comprised of four different municipalities and is one of the few cities in the country with a separate city government.
Councilmen are elected by municipality according to population, with Novi Grad municipality receiving the most seats in the city council and Stari Grad municipality the least.
The most densely populated part of Sarajevo is in the municipality Novo Sarajevo (7524.5 inhabitants per square kilometer), while the least densely populated is the Stari Grad municipality (742.5 inhabitants per square kilometer).

According to ERRC field research, conducted in partnership with the Minority Rights Center (MRC), Romani residents of the Grmeč settlement in the Municipality of Zemun were informed by municipal authorities that they would be evicted from their 34 homes on August 19, 2003, and that their homes would be demolished at a later date.
Mr Vladan Janicijević, president of the Municipality of Zemun, was quoted by Belgrade-based radio station B92 on August 17, 2003, as having stated that some of the Roma whose homes are to be destroyed have lived in the settlement for more than 20 years.
Municipal officials now claim that these contracts are invalid, as the person who leased the property to the group did not have the authority to sublet the property and, in any case, the land on which the settlement is located is now zoned only for industrial purposes.

On 9 July 1992 the Municipal Administration for Geodetic and Property Rights Affairs of Stari Grad Sarajevo Municipality ("Municipality") issued a decision terminating the applicant’s employment with the Municipality as of 30 May 1992, based on the applicant’s failure to appear for work.
Sometime after 3 May 1996 the applicant submitted a request to the Municipality for the annulment of the procedural decision dated 9 July 1992 terminating his employment with the Municipality.
In the present case, the applicant’s complaints against Municipality officials concern events which allegedly took place prior to, or at the beginning of the war, and in any event before 14 December 1995.

A research done recently by two entity Ombudsman’s offices revealed that, in several municipalities only, there was at least 6,000 children who were born in hospitals in the period 1992 - 2001 but whose names were not entered into birth registers.
Konjic proved to have 90 children whose names were not registered; the Centar municipality in Sarajevo had 1,485 such children; Tuzla 2,825; the Mostar municipalities of South-West, West and South 345; and the municipality Stari Grad, Mostar - 82 unregistered children.
Since these children do not exist from the perspective of the state or registration, there is a possibility of serious danger in terms of protection of the lives of these children and they may be subject to abuse or harassment, which may be difficult to prove.

On these elections, the candidates of the left coalition have markedly improved their positions in the central city municipalities (Stari Grad, Zvezdara, Savski Venac) where they previously had bad ratings.
More detailed analysis of the local elections (when all the results shall be known) shall most probably show that this time in many areas the voters have in a certain manner punished previous local authorities, regardless of their party membership.

The confrontation line came around here, around the municipality of Stari Grad, which was entirely held by the Muslims, and then the Grbavica section of Novo Sarajevo was held by the Serbs more or less down to the Miljacka river, cutting right through some of the buildings here on what I think is Ljubljanska Street.
Not entirely randomly; Stari Grad had a much larger Muslim population, some of the Stup settlement had a larger Croat population, but in general the urban population was mixed.
