It does not include the near lock rotor condition at startup combined with the actual start winding current during startup process which is why the 120A measurement result exceeds the lock rotor rating.
This won't help startup much but will reduce the run current from 15 A to about 13.5 A. As a side note with regard to PF correction with caps on motor side of activation switch.
Side effect is higher startup surge but for a shorter period of time which is opposite to what I am looking for.
