State Emergency Service (SES) volunteer members are a unique group of individuals who, in the course of their volunteer work, encounter many unpredictable environments and often work in extreme weather conditions.
(2003) state that the presence and severity of such effects is often mediated by other factors such as: their relevance to workers’ own personal history; fatalities and incidents involving children; multiple casualties; threat to the emergency responder’s own (or colleagues’) life; and incidents which attract media coverage.
However, Orner (2003) additionally proposes that high coping and competence are the norm among emergency services staff and that it is their individualised, idiosyncratic use of specific adjustment strategies and coping styles that helps to maintain operational readiness and reduce or alleviate the psychological impact of critical incidents.

Although the National Emergency Act of 1941 lapsed with the conclusion of hostilities and with it the voluntary National Emergency Services, the Chief Secretary's Department and subsequently the Premier's Department continued to be engaged in the collation and evaluation of information.
In establishing the State Emergency Services it was recognised that emergencies arising from floods, bushfires or other causes developed rapidly and with little warning, and that to deal efficiently with emergencies of this nature, considerable planning was necessary to ensure that essential services operated smoothly at a moment's notice.
The State Emergency Service is one of the emergency service organisations whose activities in general emergencies and whose activities in single incident rescues is controlled and co-ordinated under the provisions of the State Emergency and Rescue Management Act (No.164, 1989).

It is the intent of the Legislative Assembly in ORS 478.260, 682.027, 682.031, 682.041, 682.062, 682.063 and 682.066 to affirm the authority of counties, cities and rural fire protection districts to regulate ambulance services and areas and to exempt such regulation from liability under federal antitrust laws.
A city or rural fire protection district may provide such services within and outside the city or district boundaries in accordance with policies adopted by the governing body of the city or district, including operation in other districts or cities by intergovernmental agreement under ORS chapter 190.

Launched in 1994, the Emergency Service Patrol was charged with keeping highway lanes clear, reducing congestion and increasing safety for all motorists.
ESP provides assistance to the motoring public with disabled vehicles, assists with controlling traffic around accidents, as well as working with the State and local police and fire departments and emergency personnel with incident management.
