The State Great Hural may declare a state of war if public disorders in the whole or a part of the country's territory result in an armed conflict or create a real threat of an armed conflict, or if there is an armed aggression or a real threat of such an aggression from outside.
Revision of an administrative and territorial unit shall be considered and decided by the State Great Hural on the basis of a proposal by a respective local Hural and local population, and with account taken of the country's economic structure and the distribution of the population.
While working for the implementation of the decisions of a respective Hural, a Governor, as a representative of State power, shall be responsible to the Government and the Governor of higher instance for proper observance of national laws and fulfillme nt of the decisions of the Government and the respective superior body in his/her territory.

 THE CONSTITUTION OF MONGOLIA

Balingiyn Tserendorj Beyse, who was acting head of state in 1924, is sometimes seen as the first president, but it was not until Navaandorjiyn Jadambaa was appointed Chairman of the State Great Hural in November that there was an official leader.
Only a day later, the leadership role was reorganised as the Chairman of the Presidium of the State Little Hural (the Little Hural being the executive committee of the Great Hural).
Later, the Little Hural was abolished, and its powers were returned to the Great Hural — as such, the title of the president became Chairman of the Presidium of the State Great Hural.

 MONGOLIAN STATE LAW OF COURTS
The State Great Hural shall establish, modify, and dissolve courts on the basis of proposals made by the General Council after consulting with the Aimag and Capital City Governors with respect to Aimag, Capital City, Soum, Inter-Soum, and District Court, and after consulting with the State Supreme Court with respect to Specialized Courts.
The candidacy of the member of the General Council who is to be appointed by the State Great Hural shall be submitted by the Speaker of the State Great Hural and should be endorsed by a majority of members present at the meeting of the State Great Hural.
The General Council shall inform the President of its recommendation on removal of the judge and the recommendation of the State Supreme Court on the removal of the judge shall be brought to the notice of the State Great Hural.

The Prime Minister is nominated by the majority party and, with the agreement of the President, is approved by the State Great Hural (Parliament), the national legislature.
