The Constitution of the United States endows the U.S. Senate, in addition to its duty of passing all legislation through Congress, with the exclusive responsibility of confirming certain Presidential appointments, including federal judges and cabinet secretaries as part of the system of checks and balances.
Unlike the United States House of Representatives, there are no strict rules regarding debate, and one strategy used by senators to kill a bill is the filibuster, an intentional extension of debate on the bill, thereby preventing it from coming to a vote.
The senator from each state with the longer tenure is known as the "senior senator" and carries some additional responsibilities to their state's constituents; however, this does not necessarily indicate a hierarchy in which the senior senator has direct authority over the junior senator.

Currently, there is debate in many state legislatures across the United States regarding whether to permit undocumented students to attend state universities as “state residents” and, therefore, be eligible for lower in-state resident tuition rates and financial aid.
There is also a bill pending before the United States Congress, the DREAM Act, to permit those foreign students who successfully complete a university or college degree to obtain lawful permanent residency status.
However, only a small number of states have been able to completely replace the lost federal benefits for unqualified immigrants and most of the state programs are limited to providing assistance to the elderly and children.

Michelle Hermans, a graduate student in government at New Mexico State University, will make a presentation titled "The Politics of Women's Representation: partisanship impact on the election of women to state legislatures in the United States" at 1:30 p.m., Wednesday, Feb. 14, 2001, in Breland Hall Room 333.
In her research, Hermans looks at the number of women in each state who have run for seats in the state legislature compared to the number who have won.
While conclusive figures are not yet available, early research suggests that states with Democratic majorities have a higher percentage of women serving in the state legislature, she said.
