State of Decay is a serial in the British science fiction television series Doctor Who, which was first broadcast in four weekly parts from November 22 to 13 December 1980.
The serial was a re-written version of a story called The Witch Lords which Dicks had submitted to the series in 1977, but which had been pulled just before production and replaced with Horror of Fang Rock.
The serial was novelised as Doctor Who and the State of Decay by Terrance Dicks in 1981.

For a long time, I didn’t like State of Decay…it feels rather out of place in the mostly-serious season 18 (mainly because it wasn’t planned for that season), and the plot isn’t exactly new or original…but upon reviewing it for this article I found it’s really pretty good.
Dicks is basically at the top of is scriptwriting form, and the interaction between Tom and Lalla is delightful; the material in the cell is surely top 25 material, culminating in the touching “You’re wonderful” dialogue.
It’s still a pretty straightforward book, but it’s the little touches that count, and this one calls back memories of the early Terrance Targets, when there was more time for setting the scenes and engrossing the reader in the feel of the story.

Romana´s leaving scene is almost romantic in its surprise and haste, with the Doctor, aghast, ordering her to stay aboard and finally wishing her good luck with an enthusiastic, if wistful, thumbs up.
Tardis has brought the Doctor, Romana and K-9 to an alternate universe, E-Space, where huge poisonous spiders, space vampires and gateways between past and future are the norm.
