U.S. state - Wikipedia, the free encyclopedia
A state of the United States (a U.S. state) is any one of the fifty subnational entities referred to as a state (although four officially favor the term commonwealth) which, along with the District of Columbia, under the provisions of the United States Constitution form the United States of America.
The separate state governments and the United States federal government share sovereignty, in that an "American" is a citizen both of the federal entity and of his or her state of residence.
However, state citizenship is very flexible, and no government approval is required to move between states (with the exception of convicts on parole).

A state of emergency is a governmental declaration that may suspend certain normal functions of government or may work to alert citizens to alter their normal behaviors or to order government agencies to implement their emergency preparedness plans.
In some countries, the state of emergency and its effects on civil liberties are regulated by the constitution or a law that limits the powers that may be invoked during an emergency or rights suspended.
In the United States a federal declaration of a state of emergency allows the Federal Emergency Management Agency (FEMA) to excercise its power to deal with emergency situations; federal funds also become available to areas that are declared to be in a state of emergency.

 Giorgio_Agamben
Giorgio Agamben is particularly critical of the United States' response to September 11, 2001, and its instrumentalization as a permanent condition that legitimizes a state of exception as the dominant paradigm for governing in contemporary politics.
He warns against a "generalization of the state of exception" through laws like the USA PATRIOT Act, which means a permanent installment of martial law and emergency powers.
Agamben’s thoughts on the state of emergency leads him to declare that the difference between dictatorship and democracy is thin indeed, as rule by decree became more and more common, starting from World War I and the reorganization of constitutional balance.

 David Smith Monson
In 1972 the Democrats swept nearly all of the statewide seats, with the exception of state attorney general and state auditor.
Unable to win the necessary support in the state convention, Monson won a primary election against Alice Shearer, and faced Democrat Francis Farley, former state senator from Salt Lake City, in the general election.
Larry Lunt, state Republican party chair, confirmed a day after the November general election that early in 1986 Monson had been considered a weak candidate by party officials.

Comity - The doctrine requiring courts of one state to recognize the laws and judgments of competent courts of another state, in order to secure the reciprocal recognition by that foreign state of the laws and the judgments of the first state.
This theory called upon the courts to determine which state's policies and interests would be more greatly impaired by the application of the other state's law to the case at hand and then to apply the law of the state likely to suffer the greater impairment.
