Of course, both sides of the disparity may be inter-related, for example because household formation may be constrained, or facilitated by, the availability of satisfactory housing, but, overall, static disequilibrium provides a crude measure of the current adequacy of the national stock of housing.
Dynamic disequilibrium refers to the trends over time in static disequilibrium and thus to the combined trends in housing stock and households – as to whether the disparity is widening or narrowing.
