In contrast, mathematical statistics (or simply statistical theory) is the subdiscipline of applied mathematics which uses probability theory and analysis to place statistical practice on a firm theoretical basis.
As a practical matter, although statistics is taught in university departments as diverse as psychology, education, public health, and many others, it is most strongly associated with mathematics departments, as typically only the largest schools will afford statisticians a separate department.
A common goal for a statistical research project is to investigate causality, and in particular to draw a conclusion on the effect of changes in the values of predictors or independent variables on a response or dependent variable.

My emphasis here is on practice, for the process of research and publication that has been the hallmark of our young profession in its development this century provides, through peer review, its own internal procedures for assuring competence and professionalism.
The enormous growth of statistical practice outside the walls of academe and the even more enormous growth in the need for such practice that is yet to be met require that means other than traditional peer review of research be provided.
Furthermore, I believe that the vast majority of problems with the misuse of statistics in design and analysis is by individuals lacking minimal knowledge of statistics, not by statisticians practicing "outside their specialty".
