  Mixed fortunes: the funding of the local voluntary sector
Statutory agencies' perceptions of the role of the voluntary sector, their knowledge and understanding of it, their purchasing strategies and budgets will be central in determining the future of that part of the sector which depends on their support.
Although the current changes in the relationship between the statutory and voluntary sectors are profound, the future implications of these changes were not an immediate priority for the statutory sector.
If the long-term dynamic of the sector is to be preserved there is a need for a debate about the role of grant aid budgets, about the level of community care budgets and the implications for purchasing strategies.

The first Assertive Outreach Service in the UK was developed by a voluntary sector agency (Tulip Mental Health Group) and there are now a number of voluntary sector providers across the country, delivering assertive outreach via a range of service models, from generic teams, to multi-disciplinary teams via specialist teams focussing on particular communities.
Much of this may be rooted in recognition of the powers that the statutory sector possesses, principally around compulsory admission and treatment.

Public sector labor cases can be explained only by adding a third factor to the considerations of bias and state structure: judges falsely constructed the term "union." The "linguistic turn," originating in the writings of French theorists such as Michael Foucault and Jacques Derrida, asserts that language is central in constructing reality.
Instead, judges clung exclusively to the private sector image of unions, ignoring the ongoing presence of active public sector unions that did not formally bargain or strike and rejecting the sworn statements and binding documents that unions proffered as evidence of their different nature.
