In poker, the term steal is often used as merely a synonym for bluff, but there is a more specific use of the term which is also called an "ante steal" or "blind steal" (depending on whether the game being played uses antes or blinds).
It is to raise with a hand less valuable than what might normally be considered a raising hand, with the hope that the few players remaining will not have a hand worth calling the raise, thereby winning the antes or blinds without further action.
While steals like this don't win much money per hand, they can accumulate to considerable profit if the players to your left are passive enough to not contest many of your steals.

Never play with nothing, although attempting to "steal" with nothing is fine as long as the steal has a decent chance of succeeding.
As long as you don't steal against that player every single time, he won't try to find an excuse to play as is commonly the case with weak players.

Stealing blinds when they are very low is not profitable at all, adding another 30-75 chips to your stack through risking 80-200 chips simply isn't a good idea.

Remember who the tight players are, and don't try to steal against the big stacks, or (ironically) the very low stacks who have most of their chips in the blind and will call regardless of their cards.
Steal medium stack blinds because they can afford to lose the blind, but can't afford to double you up like the big stack(s) can.
I do pay attention to stack sized and try not to steal from the big stacks (which sucks sometimes because for awhile there they seemed like they were ALWAYS on my left) and try not to steal from short stacks because they are just waiting to throw the rest of their chips in.

Stealing blinds from late position works better than from early position for one simple reason: there are fewer players to act behind you.
If you are trying to steal the blinds from first position, at a nine-handed table, it means you'd have to get by eight other players, hoping none of them pick up a hand worthy of a call.
It should be easier for you to steal blinds with a tight image, but you don't want to over do it, because you'd be risking your image.

Definition of Stealing the Ante: completing the bet on third street when noone has entered the pot, usually in mid-late position, in hopes of collecting the ante, with a hand that you would otherwise not play at all.

What they are referring to is when a player who is holding a junk hand raises before the flop, in the hopes of winning the blinds and antes without a fight.
They know full well that you are stealing their blinds, but can't do anything about it.
Again, you need to focus on whose blinds should you steal, what seat you're in, whether opponents see you as a thief and how much ammunition you have.
