Right now in the Steam beta we ignore everything you have on your hard drive when we start up Steam and create a CS install from scratch - this was done to put as much as a load on the Steam back-end as possible.
So even a narrow-band user would find that updating their installation using Steam is faster than downloading a monolithic update file (by that I mean the update process they are used to).
