Steampunk has its roots in science fiction literature, where it describes a corner of the genre obsessed with Victoriana and the idea that the computer age evolved alongside the industrial.
Steampunk stories, which started appearing with regularity in the 1980s, eschew clean and orderly visions of the future in favor of gas-lighted streets, steam engines belching toxic smoke, and dastardly villains inventing strange technologies.
Steampunk was a term used almost jokingly as a name for science fiction that was set in the Victorian era as opposed to the virtual future, but which still featured rebellious protagonists utilizing strange technology.

Steampunk is a subgenre of cyberpunk science fiction with dystopian, noir themes usually in an anachronistic Victorian or quasi-Victorian alternate history setting.
Compared to the computer, robotic, and nanotech focus of cyberpunk fiction, steampunk fiction focuses more intently on thermo mechanics, especially steam engine technology; hence the name.
As a continuing play on the cyber/steam-punk naming convention, there have been a handful of novels published, self described as "sandal-punk[?]" which posit a world in which ancient civilization never colapsed into the Dark Ages and instead saw rapid technological advancement after a few key discoveries are made.

The term 'steampunk' (variously 'steam punk') was originally a slightly sarcastic derivation from 'cyberpunk'.
Steampunk as a descriptive term began being used in the '90s to characterize science fiction that was set in an anachronistic past, where, for instance, computers were developed in the Victorian Age.
I would put this series in the steampunk category for several reasons: The people who have machine parts were altered as punishment, often for rebelling against the rulers; The ruling authority is arbitrary and unaccountable; Hydraulics, dirigibles and railroads are significant factors; Finally, Mieville's writing style evokes the sepia-tones, crowding and grime of Dickens' London.

The fact is that the modern steampunk movement is a direct descendant of cyberpunk, and it merely illustrates its themes from an alternate history perspective.
Steampunk qualifies as relavent to cyberpunk because the first book in the style was Sterling and Gibsons "The Difference Engine".
I think Steampunk is relevent to CyberPunk when it's doing CP themes but in the past rather than the future.

I consider Steampunk sufficiently fluid as a genre/marketing ploy that I am happy to refer to H.G. Wells or Jules Verne as Steampunk.
A great steampunk comic book was The League of Extraordinary Gentlemen (think The Watchmen with Jekyll/Hyde as the Hulk) which is being turned into a movie this summer.
