Why it did not "stick" to the steel wool could be for a number of reasons.
If the steel wool filaments were covered with a soap, or other thin coating, during its manufacture, to prevent rust from forming between the time it left the factory and found its way to the consumer, this thin layer could prevent the initial "rust sites" from adhering firmly to the surface of the steel wool.
You can test this by literally washing the steel wool in dish soap thoroughly, rinsing it thoroughly with water, then soaking it in a solvent like acetone for fifteen minutes two or three times.
