The hoods were stored in canvas bags with a strap and were in two locations; the torpedo room and the engine room which is where the two escape trunks were.
The hood was built to make sure the wearer did as instructed; there was a nose plug to prevent breathing through the nose, a mouthpiece that closed to prevent the wearer from exhaling at the wrong time and ear plugs to prevent punctured ear drums.
Once everyone's hoods are inflated and the pressure in the escape trunk has equalized with sea pressure, the trunk will be opened and the escape will commence.

While wearing the escape appliance with the hood on before exiting the rescue/escape trunk, breathe through the snorkel valve and mouthpiece to avoid a buildup of carbon dioxide in the hood.
The submarine escape appliances should be examined carefully before being stowed aboard the submarine and periodically inspected during stowage to ensure their usability.
Push the snorkel valve inward toward the breathing hood, leaving the rag in place to prevent damage to the appliance as it is folded.

Sailors would don the Steinke Hood in an airlock beneath the water-filled chamber, a flood valve would be opened and the chamber would fill with water until the pressure equaled the pressure at the bottom of the chamber.

The Steinke Hood was designed for the same circumstances, but did not include a full-body, thermally insulated suit or life raft.

Furthermore, as this review suggests, the current method of submarine escape is no longer practical, because the Steinke Hood provides no thermal protection for the escaper during the escape and while awaiting recovery.

In real life if the water is shallow enough to use one, we were rarely submerged, and once we submerged the water was so deep the submarine itself would crunch long before we reached bottom.
