Stephen Benton Elkins was born in 1841 near New Lexington, Ohio.
Elkins was a leading legal authority in New Mexico, as well as a prosperous businessman who had invested in land and mining, founding and presiding over the First National Bank of Santa Fe.
Elkins served from 1891 until the end of the Harrison administration in 1893, during which time he expanded the responsibilities of the Division of Military Intelligence and recommended that the salaries of noncommissioned officers be increased.

At the turn of the century, the Canyon was devastated by the uncontrolled cutting of timber, and the environment suffered from the pollution caused by the resulting lumber, pulp and paper industries.
Stephen B. Elkins, the owner of several railroads and pulp and paper mills in the Blackwater River region, disputed that industry had caused any damage to the environment in a December 20, 1909 letter to William A. MacCorkle:

Stephen B. Elkins, New Mexico's delegate to Congress, was not present for most of the speech, but entered the House chamber just as Burrows was bringing his rousing oration to a close.
Unaware of the full nature of Burrows' speech, Elkins shook his colleague's hand in congratulations, a gesture many Southern Congressmen interpreted as support for the civil rights legislation.
Elkins' handshake is blamed for costing New Mexico several Southern votes it needed for passage of the statehood bill, and while Colorado was voted into the Union in 1876, New Mexico remained a territory for another 36 years.
