The Honourable Stephen Owen, PC, MP (born September 8, 1948 in Vancouver, British Columbia) is a Canadian politician.
Owen is currently a member of Prime Minister Paul Martin's Liberal government, serving in cabinet as Canada's tenth Minister of Western Economic Diversification and as Minister of State for Sport.
Owen was first elected to the House of Commons in the 2000 federal election.

Owen was appointed to the David Lam Chair of Law and Public Policy at the University of Victoria in March 1997.
Owen is also the Director of the Institute for Dispute Resolution at the University of Victoria, and is one of five Commissioners of the Law Commission of Canada.
Owen was a member of the Canadian team monitoring the legality of the 1990 elections in Nicaragua and he was the special legal advisory to the Department of National Defence to investigate the actions of the Canadian Airborne Regiment on site in Somalia in 1993.

Stephen Owen, a highly venerated professor in classical Chinese literature at Harvard University, anthologizes six poems (See my Appendix) of boudoir lament by adopting the term, "motif of a drunken husband’s return," regardless of how rarely known or how frequently ignored these poems are in traditional orthodox sinology.
Stephen Owen’s anthologization of this motif serves as a refreshing flavor of the traditional Confucian and orthodox sinological androcentric methodology, which reads boudoir laments as political allegories between officials and their emperor and at the same time silences true cries about gender issues.
Stephen Owen’s strategy, therefore, is in fact not to apply a traditional Confucian sinological approach but a cross-field one.

Stephen Owen, minister of state for sport, said Ottawa instead should consider giving the provinces more money to develop sports at the school level.
