		Sailer is the founder and president of the Human Biodiversity Institute (1999), which runs a discussion group for "a mix of experts from across the scientific, intellectual, and political spectrums." The webpage of the Human Biodiversity Institute describes it as "an educational and scientific not-for-profit organization" rather than a research institute.
		Sailer has described his starting point in analyzing political policies as being concerned with the greatest good for U.S. citizens, as opposed to being concerned with the greatest good for one's "identity group." He refers to this as a "citizenist" stance.
		Sailer argues the racism criticism isn't a factual or logical refutation of his arguments, but is rather an emotive response to the transgression of taboo.

		My impression from Steve Sailer’s various writings on “citizenism” is that his race realism has not divorced him from liberalism, in that he still desires that Americans should take care of the minority underclass.
		My experience is that liberals instinctively recoil from any hint of race realism (which leads inexorably to treating groups differently as Steve Sailer concedes), because they realize how devastating it is to their ideals of true equality, and they love their ideals far more than truth.
		Perhaps Steve Sailer’s audience is the declining numbers of put-upon white conservatives who still highly value American citizenship and feel devoted to helping other Americans no matter how awful they may behave.
