Stevens' third report, published on 17 April 2003 upheld the claim and explicitly said that collusion leading to the murder of Northern nationalists (and some unionists wrongly throught to be catholic or nationalist) had taken place.
Stevens was born in Brentford, the son of a tap dancer[?].
Stevens played alongside a large number of prominent free improvisors in the SME, including Derek Bailey, Peter Kowald[?] and Julie Tippetts[?], but from the 1970s, the make-up of the SME began to settle down to a regular group of Stevens, Nigel Coombes[?] playing violin, and Roger Smith[?] playing guitar.

It is found that attorney Stevens was engaged to “investigat[e] as Mayor Joan Taf’s designee pursuant to the Union’s contract with the Borough of Naugatuck.” Under the terms of the collective bargaining agreement with the police union, the mayor has the authority to interpret police department rules and initiate discipline against a police department employee.
It is found that attorney Stevens was engaged for the sole purpose of determining whether Nardozzi should be subject to discipline pursuant to the collective bargaining agreement between the borough of Naugatuck and the unionized employees of the police department.
It is found that, in the adversarial context of discipline to be imposed by the borough against Nardozzi, disclosure to Nardozzi’s attorney of the Stevens report must be considered disclosure to a third-party, particularly where the disclosure occurred after Nardozzi had resigned her employment with the borough.

Called the Violence Reporting Project, it is designed to educate journalists about the need to incorporate a public health perspective in their reporting about violence and to demonstrate effective ways for newspapers to do this.
That is because, in reporting violence and crime, news organizations, generally speaking, do not regularly inform readers or viewers about the status of the different types of violence in their communities.
By not reporting on the status of violence, we are missing the most important story about the bulk of "ordinary" violent incidents that are actually doing the greatest harm to a community.

Despite this, the completion and publication of the report has been postponed a number of times which has given rise to concerns that the report itself was subject to political pressure.
The only elements of the Stevens investigation that are open to public scrutiny are the failed proceedings against journalist Ed Moloney and the failed prosecution of the late William Stobie.
This report is widely believed to be some sort of 'systems analysis'; an examination of what went wrong in Northern Ireland and how that can be prevented in the future.

The report by London's Metropolitan Police Commissioner, Sir John Stevens, found that in many cases the relationship between RUC Special Branch detectives, army intelligence and loyalist paramilitaries was so unprincipled and lacking in accountability that it bordered on "institutionalised collusion", according to a report in today's Guardian newspaper.
The Stevens report, with which he is so closely identified, will further politicise policing in the North, while its recommendations could prove controversial.
His report will not estimate the number of shootings that resulted from the collaboration, but he believes that loyalists were incapable of carrying out targeted assassinations without significant help, according to the British newspaper.

FA fears power struggle over Stevens report | News | Guardian Unlimited Football
Stevens' recommendations come with several implied criticisms of the past performance of the FA, and English football's governing body is concerned that the Premier League may use those criticisms to attempt to take from the FA its responsibility for policing the game.
The league's official response yesterday was to say, "Wait and see", insisting that Stevens' report was independent and had not been shaped by league officials.
Even publication of Stevens' report has taken seven days after all but some of the fine detail was delivered to the three-man Premier League board of Scudamore, the secretary, Mike Foster, and the chairman, Sir Dave Richards, fully a week ago.

Report: Princess Diana's death an accident, not conspiracy - USATODAY.com   (Site not responding. Last check: 2007-10-13)
After an exhaustive, almost three-year investigation, British police released a 832-page report Thursday that confirmed the French authorities' earlier conclusion that the Princess of Wales' death was the result of a "tragic accident," not a plot to kill her.
The report rejected claims by Egyptian-born billionaire Mohamed al Fayed, father of Dodi Fayed, Diana's lover who was also killed in the Aug. 31, 1997 crash, of an elaborate murder conspiracy.
But the British report concluded that Diana was not pregnant, based on new forensics tests on her blood from the Mercedes in which she died, and she was not engaged to Dodi, although he had bought a ring for her the day they died.
