As it stands, the Town of Watson, Lewis County, NY, is known as the “flout zone” in that county as it is one of, if not the only town therein that has not legally opened public rights-of-way under their jurisdiction to ATV access by their citizens.
At a term of the Supreme Court of the State of New York, held in and for the County of Lewis, at Lowville New York on October 30, 2003.
The Judge also stated that the Court does not resolve whether ATV travel may be permitted on town roads in the Town of Watson and that no opinion is rendered with respect to the local law.
