Whilst in the post mill the body is able to turn about a solid pillar because as the mill body moves the mechanism inside turns as well, in the case of a wip mill the top had to be able to turn without interfering with the transmission from the wind shaft to the scoop wheel.
With tall windmills the cap is sometimes at a height of more than 100 feet and a special provision has to be made to enable the miller to get at the sails so as to set or reef the cloths, to turn the capstan wheel of the tail pole, or to operate the brake rope.

Stow mill, situated on Stow Hill at Paston on the coast road near Mundesley, is often known as Paston mill.

By the side of the drainage mills we see, in the immediate neighbourhood, the simple 'summer house' of the miller; near the mill there are the scoop wheel or the Archimedean screw with the automatic sluice door, the head race which feeds the water to be pumped, and the tail race which discharges it.

 Fans and Wind Power
Horizontal windmills were known in Persia, perhaps by the 8th century BCE, and the idea was carried to the Far East by prisoners of Genghis Khan, where it was considerably developed in China to drive irrigation machinery.
As these mills became taller to reach stronger winds, it was necessary to build a gallery around the tower so the miller could attend to the sails, and also arrange the tail pole to adjust the orientation.
When a windmill was not in operation, the sails were placed in an X position to equalize forces on the stocks.

This coincided with a prolonged depression in agriculture which began in the late 1870s, and Bursledon Windmill was an early casualty of the period.
