Stockton began as an Anglo-Saxon settlement on high ground close to the northern bank of the River Tees.
The manor of Stockton was created around 1138 and subsequently purchased by Bishop Pudsey of Durham in 1189 and since then has undergone many changes.
The Stockton-Middlesbrough Initiative is a 20 year vision for regenerating the urban core of the Tees Valley, the main focus being the 30 km² area along the banks of the River Tees between the two centres of Stockton and Middlesbrough.

During the Civil War Stockton castle was a Royalist stronghold and in1640 when a treaty was signed making the Tees a boundary between the forces of Scotland and the King, this castle stayed in Royalist hands.
The opening of the Stockton and Darlington Railway in 1825 brought about further significant increases in the trade and population of Stockton as lead from the dales could now be quickly brought to the town along with coal from mines in the Bishop Auckland area.
Norton, across the Lustrum or Lustring Beck to the north east of Stockton is believed to mean the northern settlement and may have fallen within one of the earliest parts of the North East to be settled by the Anglo-Saxons.

In February 2003 Tees Archaeology started the excavation of an early Christian cemetery in Norton, by the time the work had finished 100 skeletons had been discovered and excavated.
Then in 2003 Stockton Borough Council decided to refurbish and extend the school and Tees Archaeology worked alongside the council to ensure the proper treatment of the burials.
The size of the cemetery suggests that it served the whole of the Parish of Norton, including Stockton, Hartburn and Preston and there must have been a church in the immediate area, although where is unknown.
