CAPS SOP'96 NWP Paper Part II
The lack of observations in the vicinity of the existing storm in the initial condition is believed to be the cause.
The model storm initiation was about 1 hour late and the line location was about one county too far to the west on the coarse grid, but closer on the fine grid.
Initiation of the first storm in southwest TX was about two hours early, but due to the gradual triggering of new storms in the model, the number and areal extent of storms verified well by 23 UTC.

Reaching into World War II is a time-travel cliche, and alien Nazis are in concept no less goofy here than they were at the end of "Zero Hour." But at least now we can see how the writers develop and play out this "Twilight Zone" concept.
Their approach is in the tradition of silly sci-fi fun, which is maybe the only workable approach, since the concept is too ridiculous to be worthy of social relevance.
In this rendition of an alternate 1944, World War II has taken a very different course because aliens have been helping the German war effort by supplying them with better weapons in exchange for the Germans helping the aliens build a temporal "conduit" (more on that later).

[ENT] Jammer's Review: "Storm Front, Part II"   (Site not responding. Last check: 2007-10-16)
The bad news is that "Storm Front, Part II" inherits so much nonsensical time-travel baggage from previous episodes (including last week's " Storm Front, Part I ") that the premise is all but indefensible.
In essence, "Storm Front" represents about the only thing the writers could really do with the TCW -- namely, throw their arms up in defeat and admit that it made no sense and never would or could.
Let it be said that "Storm Front," while positively absurd, is workable as an exercise in predictable absurdity.

The storm's damage was not limited to north Texas, however, damage was scattered in a wide path from the Amarillo area in the Texas panhandle, throughout north- and southwest Oklahoma and down into north Texas to just north of the Dallas-Fort Worth metroplex.

(In fact, the ratings dropped significantly for the second part.) Add to that the fans that understand that the third episode is really the beginning of Coto’s regime, and any delay in getting to that point has to be viewed as a mistake.
If the two parts had been aired as one episode, then all the money spent on the effects during the second half would have been justified.
It’s disingenuous for fans to blame Coto for working with what he’s given, especially since part of his mandate is finding a way to reconcile inconsistencies with the previous incarnations of the franchise.
