  Storm Prediction Center - Wikipedia, the free encyclopedia
The Storm Prediction Center (SPC), located in Norman, Oklahoma, is part of the National Centers for Environmental Prediction (NCEP), operating under the control of the National Weather Service (NWS), which in turn is part of the National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DoC).
Until October 1995, the SPC was known as the National Severe Storms Forecast Center (NSSFC) and was located near Kansas City, Missouri.
The Storm Prediction Center is responsible for forecasting (identifying, describing, and quantifying) the risk of severe weather caused by severe convective storms - specifically, those producing tornadoes, hail 3/4" (2 cm) or larger, and winds 58 mph (93 km/h) or greater - as well as winter and fire weather.

Lou also helped develop, with his advisor and colleagues, one of the first video presentations of severe storm research in 1992 with "A Study of a Numerically Modeled Severe Storm." In 1995 another one of Lou's simulations was used in the IMAX movie on tornadoes and hurricanes.
He has chased storms since that time, as well as becoming involved in projects involving the development of spotter training, forecaster training, and participation in several forecasting experiments/training sessions, including a 1985 FSL forecast experiment, a 1986 national microburst symposium, the 1991 Tornado Symposium, and a forecasting stint for the 1995 VORTEX project.
The environmental ingredients required for severe storms and methods for spotters to identify the presence of these ingredients will be discussed, in addition to guidelines on radar interpretation and spotter positioning with respect to various types of severe storm events.

 SPC Convective Outlooks -From Storm Prediction Center
On November 7, 2001, the SPC began issuing Convective Outlooks for the Day 3 period to the public.
These outlooks are similar to the Day 2 outlooks in that the probabilities represent the probabilities of any type of severe weather hazard (tornadoes, large hail, damaging wind) within 25 miles of any point.
Because of the large and increasing amount of uncertainty forecasting severe weather 3 days ahead of time no attempt is made to forecast areas of significant severe weather hazards.
