The purpose of the forum was to determine how the scope of storm water studies could be modified to meet the goals outlined in FOCUS and the highest priority "best management practices" identified by the group in an earlier forum.
Funding for additional work consisting of flood mitigation, habitat restoration and reduction in combined sewer overflow is being pursued for the Brush Creek, Blue River and Missouri River through the US Army Corps of Engineers.
A main focus of these coordinating groups is to maximize the area's resources being dedicated to storm water efforts in these basins by coordinating the work underway such that the multiple efforts are complementary, rather than competitive, in nature.

East coast storm surges have been extremely devastating in the past, such as the events of 31 January to 1 February 1953 which killed more than 300 people in the U.K. Sea defences in eastern England were raised and strengthened after the 1953 event, but they are nearing the end of their 50-year lifetime.
The model considers the combined effects of astronomical tide, storm surge, wind-wave processes, non-linear interactions and the physical environment of the coastal zone and is capable of representing both the generation of a flood wave and its propagation inland.
To complement the extensive knowledge of damage from slow-rise flood depth, this study investigated damage from the lateral pressure from flood depth differential between the inside and outside of a residence and flood velocity.

Floods equal to or greater than 100-year recurrence interval discharges were recorded at all Flint River gaging stations from Lovejoy, Georgia, near the river's headwaters on the south runway of Atlanta Hartsfield International Airport, to Bainbridge, Georgia, near its confluence with the Chattahoochee River at the southwest corner of the state.
The flooding was so severe and widespread that 17 gaging stations were heavily damaged or destroyed, requiring much of the necessary data to be gathered manually and reported by cellular telephone.

About 90 percent of service calls for flooded basements stem from defective service laterals, or the pipe connecting a house to the city’s sewer main that carries waste water from a building, said Dan Romans, waste water treatment plant administrator.

The short answer is that any regulation which requires detention ponds in a flood plain is stupid and probably a violation of FEMA's flood plain regulations.
Someone explained it to me that it is possible for the detention pond to peak and empty out before the peak of the flood plain even gets there.
For example, most local roads with curbs and gutters (in my area), the storm sewer is designed to handle the 5 year rainfall event.
