Strategic Rail Authority - Wikipedia, the free encyclopedia
The Shadow Strategic Rail Authority was established following the election of the Labour government in 1997 in an attempt to re-regulate the fractured railway network following the privatisation of British Rail.
The SRA was placed on a formal legal basis by the Transport Act 2000 and it ended its shadow existence on 1 February 2001.
In Scotland the budget of the SRA is devolved to the Scottish Parliament under the terms of the Barnett Formula.

Given the SRA's leadership role in the industry, the accounting rules dictate that a set of group accounts should be prepared in which Network Rail is treated as a quasi subsidiary of the SRA.
The Authority's balance sheet includes liabilities for grant and other payments which will be met from future grants or grant-in-aid recoverable from the Authority's sponsor department, the Department for Transport.
As disclosed in the Foreword to these accounts, the Authority's Directors have assessed that there is no reason to believe that the Department for Transport's future sponsorship of the Authority and future Parliamentary approval of funding to allow the Authority to meet its liabilities will not be forthcoming.

Director Stephen Joseph said: “The fact that we now have a plan for rail revival for the next ten years is very good indeed but we are worried about two aspects of the plan.
This aims to increase rail passengers by 50 per cent and rail-freight by 80 per cent but Transport 2000 believes these targets will not be achieved unless a `South-east` approach is applied to the rest of the network.
Stephen Joseph concluded: “The SRA plan is a start to putting rail back on track but we need the Government to end the uncertainty over Railtrack and the future structure of the railways, otherwise this Strategic Plan is built on sand.”

The SRA, which is likely to be stripped of much of its power after a review of the rail industry requested by Transport Secretary Alistair Darling is published shortly, has written to Cambridgeshire County Council, the scheme's promoters.
The authority said the bus was "the most viable and effective public transport proposal for this corridor." The SRA says it has no plans to re-open the rail service to St Ives, and the SRA has seen no evidence to suggest a business case can be made for the reintroduction of such services.
The authority's Jonty Alone told The Hunts Post that the guided bus would carry four times as many passengers as heavy rail, though he was unable to explain how such figures were derived in the absence of any other predominantly rural guided bus service.

Therefore it was confident that it could implement the rail provisions in practice.[143] Chris Austin, Executive Director of the Strategic Rail Authority, told us that the SRA had a positive working relationship with the Welsh Assembly Government and that the proposals should be seen as a "logical progression" of that relationship.
The Report further stated that Richard Bowker, the Chairman of the SRA was also keen to discuss that proposal with the National Assembly.[159] Despite those positive noises, a power for the National Assembly to appoint members of the Strategic Rail Authority was not included in the draft Bill.
He argued that the attributes of SRA Board members needed to cover a range of skills and talents rather than appointments being made on a geographical basis.[160] He argued that the desire for representation of Wales on the SRA Board was satisfied by the fact that one of the members of the board was Welsh.

British Railways (BR), later rebranded as British Rail, ran the British railway system, between the nationalisation of the 'Big Four' British railway companies in 1948 until it was privatised in stages between 1994 and 1997.
Historically, the term "British Rail" only dates from the mid-1960s, the nationalised railway previously being known as "British Railways" as shown in the early logos of the nationalised railway, including the "cycling lion".
Between the mid-1960s and mid-1970s the size of the British rail network was reduced from around 20,000 miles to 12,000 miles as a result of the "Beeching Axe", the cost-cutting review conducted by BR Chairman Dr Richard Beeching.
