The combination of the atomic bomb with remote-control projectiles of ocean-spanning range stands as a possibility which is awesome and frightful to contemplate.

 United States Strategic Bombing Survey: Summary Report (Pacific War)
The United States Strategic Bombing Survey was established by the Secretary of War on 3 November 1944, pursuant to a directive from the late President Roosevelt.
Survey interrogation of a scientifically designed cross-section sample of the Japanese civilian population revealed a high degree of uniformity as between city and rural sectors of the population and as between various economic and social strata in their psychological reaction to the war.
As might be expected, the primary reaction of the populace to the bomb was fear, uncontrolled terror, strengthened by the sheer horror of the destruction and suffering witnessed and experienced by the survivors.

The primary purpose of the survey was to determine the effectiveness of Allied, and more specifically American, strategic bombing campaigns in Europe and in Asia against the Axis powers.
The surveys are careful reports that presented many details of the effects of Allied aerial attacks on the Axis powers.

Once started on a strategic plan which did not provide the means to assure continuing air control, there was no way in which they could revise their strategy to reverse the growing predominance in the air of a basically stronger opponent who came to understand this requirement and whose war was being fought accordingly.
It is the opinion of the Survey that by August 1945, even without direct air attack on her cities and industries, the over-all level of Japanese war production would have declined below the peak levels of 1944 by 40 to 50 percent solely as a result of the interdiction of overseas imports.
In the aggregate, 104,000 tons of bombs were directed at 66 urban areas; 14,150 tons were directed at aircraft factories; 10,600 tons at oil refineries; 4,708 at arsenals; 3,500 tons at miscellaneous industrial targets; 8,115 tons at air fields and sea-plane bases in support of the Okinawa operation; and 12,034 mines were sown.

Before the war, the U. Army Air Forces had advanced bombing techniques to their highest level of development and had trained a limited number of crews to a high degree of precision in bombing under target range conditions, thus leading to the expressions "pin point" and "pickle barrel" bombing.
In January 1943, at Casablanca, the objective of the strategic air forces was established as the "destruction and dislocation of the Germany military, industrial, and economic system and the undermining of the morale of the German people to the point where their capacity for armed resistance is fatally weakened." Specific target systems were named.
With the shift in priority for strategic attacks -- first to marshalling yards and bridges in France in preparation for invasion, immediately followed by the air campaign against oil -- the continued attacks on the aircraft industry were suspended.

Between 1943 and 1945 the United States conducted massive bombing campaigns first against Germany and then Japan in an effort to wreck the inudustries which sustained their war efforts and defeat them without the need for costly invasions.
The U.S. Strategic Bombing Survey (USSBS) was commissioned to assess these campaigns of "strategic bombing" and the lessons they might hold for American defense in the future.
While some of these are now of interest only in the narrowest of historical senses, scores remain of value not simply as unique historical documents but for their relevance to issues which continue to arise in war and peace.

As strategic bombing up to this time had had little or no effect on production, it is probable that the spreading out of the component product section of the industry during this period was primarily for the purpose of increasing production and not as a means of protecting the output of finished tanks.
Although only five of the 12 German tank plants were surveyed and the damage effected by bombing assessed, these five, in general, were the plants which were the target for repeated air attacks and, thus, they were probably the plants which suffered the most damage and production loss.
It was not until the late summer and fall of 1944 that plants became the target for a concentrated strategic bombing effort.

The survey concluded that one reason German production rose in so many areas was in part that the German economy did not go on a complete war footing until late 1942 and 1943.

The United States Strategic Bombing Survey, known also as USSBS, as the Strategic Bombing Effects Committee, and as the Combined Bombing Offensive Survey, was organized in November 1944 by the Secretary of War at the request of the President.
The Survey investigated the extent of physical destruction caused by bombings and the effects of bombing on industry, utilities, transportation, medical care, social life, morale, and the will to fight on the part of bombed populations.
The London office of the Survey, which had set up regional headquarters in Belgium, France, and Germany in the course of its operations, was closed in October 1945, and the staff returned to the United States to prepare its reports.
