Even on a straw poll, it is unreasonable to assume a conclusion if the result may be substantially different from the result one might achieve of a poll of voting members.
At least when a straw poll is done on a call, it is limited to those who are motivated to attend.
On the other hand, to keep the ballot fair and not abuse it by block-voting/stuffing, I expect that the TC members apply their own conscience/judgment in deciding whether to vote or not.

In polls taken by The Times and CBS News in both January 1996 and January 1992, 20 percent of registered voters said they were paying "a lot of attention" as each election year opened.
One of the things to keep an eye on, starting with the Iowa Republicans' straw poll, is whether, as campaign 2000 gets underway, the political atmosphere starts to look more like the excitement and urgency of 1992, or more like the dullness and lack of competitiveness of 1996.

I think it means people need to participate in the Straw Poll at the 43rd District Democrats Candidate Forum to be held at Town Hall.
The bonus is that the straw poll there will actually be two straw polls - one is a one person in audience one vote poll and the other is a pay a dollar get a vote poll.

Bob, You seem to be fine with the idea of allowing ALL attendees of a conf-call to participate in a straw poll.
So are you saying that even for straw polls conducted during conf-calls, we should check for the possibility of different results based on the voting status of the attendees and then decide whether accepting the result was reasonable or not!
You may be right about considering motivation for attending a call in deciding elibility for voting on a straw poll in that call.
