Street Fighter was the first film to receive an X rating solely for violence.
The Street Fighter was especially controversial because of a scene in which Tsuguri tears off a man's penis with his bare hands; it is this scene (among others) that reputedly gained the film its 'X' rating.
Additionally, the film Sister Street Fighter is a spin-off of the film.

Return of the Street Fighter is very much a good sequel, because it goes back to what the first one touched on, Sonny Chiba destroying as many people in his way.
There have been martial arts films that have completely tried to make a story, rather than give the action, please no. Sure the story will seem beat to death, the characters are generic, the bad guys are their typical "ruthless" self.

The first (and best) of the four films, Street Fighter has a fast moving plot (sure there are a few holes, but it's not hard to overlook them) and some solid direction from Ozawa, but the crowning achievement of the film is Chiba and his tough as nails performance.

 ‘Street Fighter’ (PG-13)
Programmed rather than plotted, "Street Fighter" is notable only for being the last film made by Raul Julia, an actor far too skilled for the demands of the evil warlord, Gen. M.
Since the film is PG-13, none of the violence that breaks out with predictable regularity is particularly believable or engrossing.
One major problem is that the film is made up of scenes that seldom connect; for long stretches, characters simply disappear and none of them is half as interesting as Bison to begin with.

Also in the first film, it was as if Sugary had no real sense of honor or being in debt to anything other than his own selfishness, and as weird as it sounds, it's part of what made him so endearing as a character.

So, the film is left with a highly disjointed feeling, but if you've seen the first movie the character's shouldn't leave you all too puzzled, but the inclusion of a few fairly long flashback sequences (as well as some training footage that barely figures into the story) may leave you a bit bored at bits.
