Becoming a volunteer youth worker could be a bit more effective than electrifying the problem or other attempts to drive by it.
Some people would argue that at least they (the urchins) are offering to perform a service in exchange for cash, instead of just begging for it.

There is a certain victorian catagorey/genre of english Victorian paintings, most popularly using street urchins as the subject matter.
But I feel as though, the street urchin, honed in the ways of pickpocketing experiences, and without the subject being aware of the robbery...that the urchin has the ability to..."put salt on the tail" of a bird.
And then, as you mention, there’s the jocular instructions, usually given to a child, that the way to catch a bird is to put salt on its tail.
