This is the task I undertook when I decided to write a review on Savatage's 1991 album Streets: A Rock Opera.
It is easily on par with true progressive metal's other two rock opera masterpieces, Queensryche's Operation: Mindcrime and Eternity X's The Edge.
Streets is a concept album which focuses on a former rock star who has hit hard times.

This album truly deserves the name "rock opera" but not any stigma that might normally be attached to such a title.

Although the "Streets" booklet modestly says "A Rock Opera", while the slipcase of “Into the Electric Castle” reads "A Space Opera", Tobias Sammet made a bold statement in 2001 by dubbing his solo project, "The Metal Opera", implying that his AVANTASIA discs are the definitive combination of heavy metal might and operatic bombast.
If Tobias tries another opera, I hope the story is better written, that there is more variety in the vocals, and that the singers are more adventurous with their characters.
This review is for "The Metal Opera: Part 1" only, so let me start off with a typical disclaimer: this is by no means a bad album.

 History of the Detroit Opera House
Previous venues intended for staging opera in Detroit included a "Detroit Opera House" from 1869-1963 at Kennedy Square; "Whitney Grand Opera House" (renamed Garrick Theater) located on Griswold and Michigan avenues; and the "New Detroit Opera House" from 1886-1928 located at Randolph and Monroe streets.
The theater would be tragically neglected for three years, until the nomadic Michigan Opera Theatre met its destiny.
From 1981 to 1985, the theater ran intermittently presenting diverse entertainment, from such mainstream artists as Ray Charles and Roy Orbison, to an alternative rock series entitled "Grand Circus Live." The 1922 palace closed its doors for the last time in November of 1985, after a small fire.

A concept album is different from a "rock opera." The new Streets album counts as a rock (or, uh, "UK garage") opera.
By this measure Kid A and Amnesiac and HTTT are not concept albums, because their messages are too varied, and The Bends isn't, because since most albums deal w/ relationships and personal feelings, it has been arbitrarily decided that such topics extended over a cycle of songs still do not a concept album make.
I'm never really sure what classifies as a "concept album" When I first heard the term I assumed it meant an album with a coherent theme, or message in which the order or the songs and everything is just as important as the individual songs.

Savatage was a straight US power metal band in the eighties, but after the release of the "Hall of the Mountain King" album, they started to change their style and with the helping hand of Paul O'Neill, it turned to a more melodic and musical-influented heavy/power/progressive metal band.
John and Chris Oliva were the heart and soul of Savatage and although later albums with different bandmembers were good in their own rights, this was the epitome of Savatage's brand of music.
Unusual for Savatage, this is a short, calm song with the piano in the main role.

The focus here is on the Savatage that once was-the one that first saw the light of day with their first release "The Dungeons are Calling" from '83, hit the big time with '87's pinnacle "Hall of the Mountain King," and broke new ground with the highly regarded rock opera "Streets" in 1990.
Savatage put so much feeling into their music, whether it's a single piano playing or full on hands to the metal, there's so much energy, atmosphere, and sometimes breathtaking.
How SAVATAGE could manage to pull such an incredibly brilliant disc out of a heaping pile of adversity is beyond me but whatever the formula, whatever the cost it was worth it all and in spades.
