Comics can provide "high interest-low level" reading: literature that is attractive to readers yet not too intimidating.
The most potent attack on comics came from Fredric Wertham's 1954 "Seduction of the Innocent," in which comics were depicted as contributing to juvenile delinquency and inhibiting reading and language development.
While this fl-and-white comic may not be as flashy as its contemporaries, its carefully drawn scenes and proportionate mix of action and character development make it at least the equal of any other comic in today's market.

The trend nowadays in comics seems to be to zero in on a narrow, specific audience, like divorced parents, baby boomers, and so on.
Comic strips are words and pictures, but there is little room for either any more.
Until something is done to restore the size of comics, they will only continue to get more insipid, and have less pull on their audiences.

Well, leave it to me, because I know what it is. D.C. Comics' The Man of Steel reprints the six-issue mini-series in which writer/artist John Byrne redefined the super-powered Kryptonian for a new generation of comic-book readers.
He seemed to be able to capture the strength and confidence of the character, while adding a certain fun, playful factor that Superman had not had since his inception.

In comics, the story must go on, so when a title changes writer or artist, a new artistic interpretation is foisted upon the reader.
If everyone out there creating comics wrote as well as Ellis, or Moore, or Talbot, or Winick; if everyone devoted as much work to their art as Hitch, or Gibbons, or Miller, then what we consider to be exceptional in the field of comics now would be the norm.

It has been argued on Fudge List that comics don't use consistent measures anyway, but I think x10 every other level works pretty well as an approximation.
The more strength supers have, the more likely you are to have a situation where their lifting capabilities are wildly divergent while their damage ratings remain comparable.
From a realism perspective, this works; from a comic books perspective, your Champions example fits better - you do have characters who can lift tens of thousands times more mass than others, but are treated as being in the same ballpark for a slug match.

The strength of a magazine, even a quarterly one, is that the information is current.
One is that reproducing two or three script pages from a 22-page comic provides only a partial picture; to really understand structure and pacing, one should look at an entire script, ideally from the outline stage through to the finished art.

If for example, one set their Superhero campaign in the Marvel Comics universe then Thor ends up with a strength of only 60, a value a starting superhero character is expected to be able to equal.
First is that they apply poorly across the scale of characters (A normal human at 89% of his load finds his movement reduced by 2/3rds while a super fast runner would barely notice the difference).
They are also too many levels of difference to track and too minor of effect in some cases for my taste.
