It was when Governor Streynsham Master was in power (1678-81) that the first serious attempt was made at the conservancy of the streets.
It was also in Master's time that the church of St. Mary within the Fort was built.
After Master's time there was a reorganisation of the Police arrangements in the so-called Black Town which had grown up close to the White Town and which occupied the site of the present northern glacis of the Fort, part of the western glacis and the grounds of the Law College and the High Court.

Shortly after Evans arrival the factory at Hughli was visited by Streynsham Master, the President of Madras, who was accompanied by the Rev. Richard Elliott, one of the Madras Chaplains.
Streynsham Master had inherited, if he himself had not helped to create, the Surat traditions of religious observance in the Factories of Western India, and his strength of character and uprightness made him an immense influence for good.
After mastering Portuguese, he applied for a transfer to Murshedabad for the purpose of studying Persian at the seat of the Mughal Viceroy.

Streynsham Master's period of office as President of Madras was the building and consecration of St. Mary's Church in the Fort.
Shortly after this notable event Streynsham Master resigned his Presidentship owing to differences of opinion with Sir Josiah Child, who was then all-powerful with the Court of Directors in London.
He had been closely associated with Streynsham Master in his endeavours to reform the condition of things in various Factories, and had set a fine example of steady devotion to duty carried on under most difficult conditions.

The name Yale is the English spelling of the Welsh place name, Iâl.
For 20 years, Yale was part of the British East India Company, and he became the second governor of a settlement at Madras (present-day city of Chennai) in 1687, after Streynsham Master.
He was instrumental in the development of the Government General Hospital which was housed at Fort St George [1].

Governor Streynsham Master, who was responsible for the building of St. Mary's in the Fort, which celebrates the 325th anniversary of its consecration on October 28 this year, Hynmers and Yale were all close friends during Hynmers' decade in Madras.
Six months after Hynmers died, Yale married Catherine Hynmers, Governor Master giving away the bride on November 4, 1680, in the first wedding to be celebrated in the church.
When he died in 1688, he was buried next to Hynmers whose tomb had been marked by an obelisk.
