Real name Pat Dugan, Stripesy is notable for being the only adult sidekick to a teenage superhero—Sylvester Pemberton, the Star-Spangled Kid.
Stripesy was created by Jerry Siegel (co-creator of Superman) and Hal Sherman, and first appeared in Action Comics #40 (September, 1941).
The Kid and Stripesy were next seen in 1972, when The Justice League of America, in one of its annual crossovers with the Justice Society, rescued the Seven Soldiers from a predicament they'd fallen into offstage, back in the '40s.

Eventually, he retired and gave the star rod to SSK who was partnered with Stripesy and was part of the Seven Soldiers of Victory as part of the 80's revival of the JSA and the copyright protection of both the JSA and All-Star Comics.
One day, around the time in the late 90's when DC was starting the current Justice Society revival, Courtney was going through some of her father's belongings and found his costume and is cosmic converter belt.
Her step father was not impressed but, being a robotics genius, quickly built himself a mecha suit and became a third-rate Iron Man to protect her and they would join the current Justice Society.

Not that I wasn’t interested in having Roy update us on the current whereabouts of the Seven Soldiers of Victory (all seen briefly in this story in what was probably their final appearance before crisis), but the tale wasn’t very good and the timing in keeping Infinity from gaining momentum was not good either.
First, it established an interesting rift between Stripesy and SSK because SSK’s bad guy nephew (from the 70’s All-Star run) had stolen Stripesy’s patents, leaving Stripesy destitute.
Stripesy blamed SSK until they resolved it here.

The card set describes him as "modern Stripesy armed to the teeth." Tokyo Rose is a new character; the card set describes her as "Japanese martial arts assassin." Magog is a new character; we will learn more about him below.
The original SSK was a Golden Age hero who with his older sidekick Stripesy fought crime in the 1940s and was a part of the short-lived Justice Society of America imitators the Seven Soldiers of Victory.
SSK later took Starman's cosmic rod, and still later used a "cosmic converter belt" and took the identity of Skyman; he was eventually killed in action.

According to S.T.R.I.P.E., the armored man who once operated as the super-hero "Stripesy," Dragon King's presence in Blue Valley was discovered by the wartime heroes Shining Knight and Firebrand (the female).
The Shining Knight had kept in touch with Stripesy, an old teammate of his with the Seven Soldiers of Victory.
When contact with the Knight was lost, Stripesy began operating out of Blue Valley using the armored suit called S.T.R.I.P.E. and with the new Star Spangled Kid in tow.

In it, Lois and Clark, while working for the Planet (thus in the years where "Metropolis" was New York City---the same city the Star-Spangled Kid and Stripesy would work out of---and happening past 1938) they confronted Stuart Pemberton, leader of Volunteers for Peace, a pro-isolationist group.
If he really had his origin in the Fourth of July, as Roy Thomas said, it would have to be in 1940, not 1941, despite Roy Thomas' dating of same.
