Strong Sad is a character in the Homestar Runner series of animated cartoons.
Strong Sad is the youngest of the brothers Strong (Strong Mad, Strong Bad, and himself), and often finds himself on the receiving end of a humiliating prank by Strong Bad, not to mention the regular pummels both brothers afford him "every hour, on the hour."
He is represented as both intellectual and creative (his drawing of a dragon in a Strong Bad email is very artistic, and his calligraphy is exemplary), but his genius is usually overwhelmed by his depression and the violent attitude of his brothers.

Strong Sad, however, claims that this is the exact description of their former childhood neighbor Senor Cardgage (which is how the character gets his name).
Strong Bad said he bought the property from Bubs in one email, although he originally said he ruled it since "diaper school".

The tune being sung on the TV is from "Voyage of the Mimi" A PBS show from the 80's, it's probably what Strong Sad is talking about.
Strong Bad says in the Haiku "So cool an email, I thought you would enjoy it" - "So Cool a Flash" was the subject line for the popular Klez Virus, in the Klez email it also said, "I thought you would enjoy it".
In email #34 Weird Dream Strong Bad is working on The Cheat's Mac and there is an icon that says "So Cool A Flash", giving strong evidence to this reference.
