Stuart was a member of the Virginia House of Burgesses from 1836 to 1839 and then elected as a Whig to the 27th Congress.
Stuart was a delegate to the National Convention of Conservatives at Philadelphia in 1866, and Stuart presented credentials as a Member-elect to the 39th Congress in 1865 but was not admitted.
Stuart was chairman of the Committee of Nine, which was instrumental in restoring Virginia to the Union in 1870, and was again a member of the Virginia General Assembly from 1874 to 1877.

Under the current law what happens is that if the landlord forfeits the lease, and the tenant fails to apply for relief, the tenancy will end, and the landlord will obtain possession of the premises.

The new statute restricts liability under federal law for the cleanup and redevelopment of a brownfields property (at which there is a release or a threatened release of a CERCLA covered substance) by a person complying with a state voluntary cleanup program.
A person can be exempt from liability as a generator or transporter if that person demonstrates that the total amount of material contributed to a contaminated site was less than 110 gallons of liquid materials or 200 pounds of solid materials and that all or part of the disposal occurred before April 1, 2001.
