Stunning Spell - Wikipedia, the free encyclopedia
The spell was seen being used prior to the first task of the Triwizard Tournament in Harry Potter and the Goblet of Fire.

Later during the battle in the Department of Mysteries, the stunning spell was used quite often as Harry Potter and his friends battled Lord Voldemort and his Death Eaters.

List of spells in Harry Potter - Wikipedia, the free encyclopedia
Spells in the series seem to be enacted mostly by speaking a few words, typically in a modified form of Latin (see Dog Latin), and gesturing with a wand.
If spelled with one "n," however, it has the opposite meaning - to weaken, rather than invigorate (though a post hoc explanation could be fashioned to claim that it is the stunning spell that is weakened by this spell, in which case the etymology would fit).
Though she was injured, the spell's effect may have been weakened by Dolohov's inability to say the incantation and since it only grazed her chest, although Dolohov later regains the use of his voice and reuses the spell and still no incantation is given, so it is possible the spell is designed to be non-verbal.

I simply tried to show that a Stun relief spell has some kind of utility and the Cleric is not "losing" his PPs, unless either he is so stupid and he doesnt parry or he is inferior to the fighter.
If the spell caster has an instantaneous attack spell like Stunning (which btw should not be instantaneous, no attack spell should be instantaneous and allow a spell attack and a melee attack/parry in the same round), then he can parry and spell attack.
The meaning was that with subconscious spells, the highest to be used cannot have modifiers to the casting roll because of it being a higher level than the caster.
