Style guides fill the gap between the need for consistency and the means of being consistent, provided that someone’s available to enforce the guidelines.
For example, most general-purpose style guides don’t address the needs of the people you’re actually writing for; if you’ve chosen an appropriate guide, it may mention these needs, but because the authors didn’t know your actual audience, they couldn’t possibly focus their guide on those needs as well as you can.
If your style guide states that certain phrases are illegal, provide a custom macro that searches the entire file for these phrases and replaces them with the officially sanctioned replacement phrases (e.g., to change "on the basis of" to "based on").
