That album's undoubted highpoint "Blue Monday" is featured on here & it still is a sound to behold because it indicates that New Order had at last found their niche in dramatic, techno-based pop.
New Order managed to turn out quite a body of work in the first 6 or 7 years of their career, and SUBSTANCE features the best of it in a way that is unique if nothing else.

With 1989's TECHNIQUE, New Order had created their most commercially successful work yet, especially seeing as how most of their most famous songs from their previous albums were all big on the dance charts more than pop (it took until 1987's "True Faith" for New Order to crack the Hot 100).

Their albums, mostly, are starkly designed, provide no pictures of the band members, and do not even mention their names.
The album versions of "Regret" and "Vanishing Point" and the radio edit of "World" are, like the previously mentioned, all good songs, but, again, it is debatable whether they are New Order's best.

 New Order
This album is an undeniable step up from Movement since the members of the band seem to have stopped their nightly Ian Curtis seances (complete with smores) in the recording studio and actually mapped out an identifiable sound, but some people go a little bit far and label it as New Order's all-time peak.
The first two albums were dotted with little fragmented appealing qualities that made them somewhat worthwhile in their own (limited) ways, but this is where they finally adopted a sound that can actually be described as lush and appealing instead of chilling, soulless and distant.
I think the thing that separates this album from most of their other albums in my mind is that, with a few exceptions, the music is colorful and complex enough to justify the usual New Order repetition, which itself is thankfully at an all-time low.

New Order's first compilation album, Substance (1987), finally broke the group through to commercial success in the U.S. Its second one, The Best of New Order, isn't exactly Substance II.

Substance, with its concentration on the group's run of classic singles from the early '80s, is a more consistent effort, but The Best of New Order, even if it is misnamed, is an excellent sampler of one of the major British bands of the 1980s.
