Personally, and with no theological or really ecclesiastical basis, I have never thought that the suffragan should be all that “administerial” figuring that was part of the job description of the diocesan since he could obviously overrule the suffragan even if the suffragan was entirely correct.
Maybe it is that my early exposure to suffragans was in DioWTx and the suffragans tended to be the more pastoral, etc. with the diocesan tending to be the necessary heavy so to say.
The suffragan in Houston tends to be, as you say, largely a pastoral figure rather than an administrator.
