Suginami (杉並区; -ku) is a special ward located in Tokyo, Japan.
As of 2003, the ward has an estimated population of 530,307 and a density of 15,588.10 persons per km².
Suginami became part of Japan's fight against nationalist text book revisionism when, in 2005, residents petitioned Tokyo's courts to prevent the adoption of a controversial textbook published by Fusosha Publishing Inc which is claimed attempts to justify Japanese actions during WWII.

There's a dojo in Japantown, there's Suginami in SOMA, there's a judo/aikido dojo in Noe Valley, I think I saw an Iwama style place on Upper Van Ness, and there's City, which you know about.
I've heard good things about Suginami (formerly Skid Row Dojo) and I think Aleksey may train in J-town; don't know anything about any of the others except City, at which I train.
The best thing to do, of course, is use the Dojo search engine her on-site, then go to several dojos to find the flavor you like the best.
