Sultan Badlishah ibni Almarhum Sultan Abdul Hamid Halim Shah was the 29th Sultan of Kedah, a present Malaysian state, between 1943 and 1958.
He succeeded the throne upon the death of his father, Sultan Abdul Hamid Halim Shah.
He died on the 14th of July, 1958 and was succeeded by his eldest son, Sultan Abdul Halim Muadzam Shah.

Born in Istana Pelamin, Alor Setar, Kedah, Abdul Rahman was the seventh son and twentieth child of Sultan Abdul Hamid Halim Shah, the twenty-fourth Sultan of Kedah.
Abdul Rahman began his education in 1909 at a Malay Primary School, Jalan Baharu, in Alor Setar and was later transferred to the Government English School, now the Sultan Abdul Hamid College, Alor Setar, where he studied during the day and read the Qur'an in the afternoon.
Abdul Rahman's powers as Prime Minister were severely curtailed, and on 22 September 1970, he was forced to resigned as Prime Minister in favour of Tun Abdul Razak.

The importance of the letter lay in the fact that the Sultan recognized the sovereignty of the Malay language, also in his recognition of the Malay administrative officers who were made up of local Kedah Malays and his firm attitude against the British government who were at the verge of colonizing Kedah.
