Summis desiderantes affectibus is a papal bull issued on December 5, 1484 by Pope Innocent VIII.
It condemned an alleged outbreak of witchcraft and heresy in the region of the Rhine River valley, and deputized Heinrich Kramer and Jacob Sprenger, authors of the Malleus maleficarum, as inquisitors to root out alleged witchcraft in Germany.

The book was popular throughout Europe, although less so in England, and was accepted by both Catholics and Protestants.
The work was originally prefaced by the papal bull Summis desiderantes issued by Pope Innocent VIII on December 5, 1484, the main Papal document on withcraft.

 "WITCHCRAFT"
The ecclesiastical crusade against witchcraft, which lasted for several hundred years, and which is said to have caused the death of from three hundred thousand to several million of persons (according to various estimates), may be said to have had its beginning in the bull issued by Alexander IV December 13, 1258.
This was followed in the 14th century by a bull issued by John XXII, and on December 7, 1484, Pope Innocent VIII issued the bull entitled, "Summis desiderantes affectibus".
By the authority of this bull, inquisitors were appointed, among them one named Sprenger, who five years later assisted in publishing the work, "Malleus Maleficarum," or "Hexenhammer".

The Malleus is usually circulated along with a papal bull "Summis Desiderantes", which rails against Witches and the people who oppose Kramer and his co-author, Jacob (or James) Sprenger.
Pope Innocent had actually never read the Malleus when he wrote "Summis Desiderantes".
Kramer complained to the Pope about the poor reception he was receiving from other priests, and the Pope (who was very superstitious and feared Witches greatly) obligingly gave Kramer this bull.
