Sumner Tunnel's ceiling crumbling, Romney says - The Boston Globe
Romney said the damaged concrete in the 72-year-old Sumner does not pose an ``undue risk" to drivers, because crews are systematically removing all loose pieces and because a lower, suspended ceiling would shield motorists from falling concrete in most of the tunnel.
Both tunnels were renovated in the mid-1990s to replace a deteriorating tile ceiling, but the work did not include extensive repairs to the underlying concrete.
The Sumner and Callahan ceilings were last inspected in the late summer of 2003, according to John Carlisle, a Turnpike Authority spokesman, who said the inspection was required under the authority's agreement with bond investors.

 Sumner Tunnel
Ordinarily, this tunnel is only used to carry traffic southbound and with the completion of the Big Dig, only collects traffic bound for Interstate 93 Northbound and downtown Boston.
Traffic for I-93 southbound and the Mass Pike (Interstate 90) westbound is normally routed to the Ted Williams Tunnel.
The tunnel originally carried traffic in both directions but with the opening of parallel Callahan Tunnel in 1961, the Sumner was restricted to just southbound traffic; northbound traffic flowed used the Callahan Tunnel.

Governor: Boston's Sumner Tunnel needs "major repairs" - Boston.com
Romney's report also pointed to other problems in the Callahan tunnel, including gaps in the bolts holding up ceiling panels that had to be strengthened with hundreds of additional bolts, and the lack of diagonal "transverse" ceiling braces intended to stabilize the ceiling panels in the event of seismic activity.
The Sumner Tunnel, named for William H. Sumner, the son of Gov. Increase Sumner, carried traffic in both directions until the opening of the parallel Callahan Tunnel in 1961.
Romney said the work on the Sumner won't begin until after officials are able to re-open portions of the Big Dig which were closed after four three-ton concrete ceiling panels fell in the I-90 connector tunnel and crushed a car, killing 39-year-old Milena Del Valle.

Most notably, the City Square Tunnel in Charlestown resulted in a reworking of the interchange at the north end, changing the split from the east side to the west side, and eliminating dangerous weaving across the lanes of the Charlestown High Bridge.
When first built, the section between the Sumner Tunnel and Storrow Drive received the numbers C1 and C9 (city routes of US 1 and Route 9), which were rerouted off local streets.
The rest of the highway was unnumbered, despite being closely paralleled by C37 south from the Sumner Tunnel.

Big Dig spokeswoman Mariellen Burns said yesterday that the delay was caused by a rough winter, ''an unexpected and extensive" project to prevent damage to a nearby retaining wall, and the demolition of a drainage pipe.

In March 2003, the Sumner Tunnel was reduced from two lanes to a single lane to prepare for the opening of the I-93 northbound tunnel.

Romney: Boston Tunnel Needs Major Fixes
The Sumner Tunnel does not need to be closed immediately, and repair work probably will not begin until next summer at the earliest, the governor said.
During a news conference, Romney held up a 5- or 6-pound chunk of concrete he said had started to come loose and was removed from the ceiling by inspection crews this week.
About 30 percent of the tunnel's concrete lining has problems, he said, adding that there will be regular inspections to remove any loose concrete until repairs are completed.

In addition to ongoing Big Dig tunnel problems, the highway department's "stem to stern" review found cracked concrete in the Sumner Tunnel, a problem Romney says will require major repairs to fix.
The problem is largely due to metal rods drilled into the tunnel's concrete walls and ceiling.
Romney says repairs to those tunnels are ongoing, and a key ramp to I-90 from the Ted Williams Tunnel should be re-opened by the end of next month.

Big Dig Report: Sumner, Callahan Tunnels Have Problems - News Story - WCVB Boston
In a Statehouse presentation, Romney said the Sumner Tunnel, originally built in 1934, and the Callahan, built in 1961, had renovations and repair work done in the 1990s, when some ceiling panels were replaced with less heavy panels using adhesive bolts similar to what was used in the I-90 connector.
According to the safety inspections, when renovations were done inside the tunnels, the corroded concrete and rebar were not repaired before new ceiling struts were attached to the unstable materials.
The governor said it was clear that the Sumner was going to require major, massive repairs after the other Big Dig tunnels were fixed, and all the tunnels would require frequent and regular safety inspections.
