I'm in Kumamoto on Kyushu, and I tried to purchase a phone from NTT DoCoMo just this afternoon, but they informed me that my Mastercard was not being accepted.
Kumamoto has no Citibanks, the nearest is a day's cycling away in Fukuoka.
My mastercard also does not work from the international atm at Kumamoto Station (International I say because it is the only one with an English language option).

Syogo Utsunomiya (Aso, Kumamoto, Japan) discovered this fast-moving comet on 2000 November 18, using 25x100 binoculars.
The comet was officially reported to the Central Bureau for Astronomical Telegrams (the clearinghouse for all comet, asteroid, nova, and supernova discoveries) on November 19 by S. Nakano (Sumoto, Japan).
Notices were sent out to a handful of observers, but no confirmations were made.

There is Suma beach, but the water is the color of Oolong tea, and no one goes in it.
