Supermax - Wikipedia, the free encyclopedia
Supermax is the name used to describe "control-unit" prisons or units within prisons, representing the most secure and austere levels of custody in the prison systems of the United States and other countries.
The term "supermax", however, originated in the United States as a contraction of "super-maximum," and the concept developed from the permanent lockdown of the Federal penitentiary in Marion, Illinois dating from 1983 when two corrections officers at that prison were murdered by inmates in two separate incidents on the same day.
Other Supermax prisons that have gained notoriety for their cruel conditions and attendant litigation by inmates and advocates are the former Boscobel (in Wisconsin), now named the Wisconsin Secure Program Facility, Red Onion (in Western Virginia, the twin to Wallens Ridge), Tamms (in Illinois), and the Ohio State Penitentiary.

Return of the Madhouse Supermax prisons are becoming the high-tech equivalent of the nineteenth-century snake pit.
Last year, the average population of the Pelican Bay supermax unit was 1,200 inmates, and on average, 288 men shared their tiny space with a "cellie." Since 1995, 12 double-bunked prisoners in the Pelican Bay supermax unit have been murdered by their cell mates.
The supermax models emerged out of the prison violence of the 1970s and the early 1980s, when dozens of guards around the country, including two at the maximum-security federal prison at Marion, Illinois, were murdered by prisoners.
Supermax critics are also trying to call attention to the public costs, which are not just financial.

Supermax prisons (control units, maxi-maxis) differ intrinsically from lesser security institutions in three principal respects.
Standard procedure in non-supermax prisons would require that a prisoner be returned, as of right, to the general prison population at the conclusion of his punitive segregation term.
And the racial disparities in supermax prisons tend to be even greater than in the rest of the prison population.

AlterNet: Iraq 'Supermax' Prison Won't Wipe Away Abu Ghraib Stain
Supermaxes have been called by the prisoners, "torture chambers," where they are subjected to flagrant human rights and civil liberties violations, and appalling psychological and physical abuses.
Supermax prisons were built during the 1980s and early 1990s when states were flush with cash, and lawmakers and much of the public were in a lock em' up and throw away the key mood with criminals.
The mounting evidence that supermax prisons were not being used solely to confine dangerous and violent prisoners, and that the prisoners in these jails were being abused and their rights violated, stirred no outcry from politicians or the public.

Supermax prisons, also known as Special (or Security) Handling Units or Control Handling Units, are known for their strict lockdown policies, lack of amenities and prisoner isolation techniques.
There’s also the possibility that some elements of the Supermax model could be combined with the approaches of traditional prisons, creating a hybrid that serves a wider population.
It’s worth considering that the Supermax model--which includes prisoner isolation for 23 out of every 24 hours a day--may be serving as a deterrent to some violent criminals, a kind of brightly lit billboard that advertises the life of rather extreme measures they are facing.

Evaluating the Effectiveness of Supermax Prisons
Despite disagreements among some scholars and practitioners concerning the definition of a supermax, over 95 percent of state prisons wardens agreed with a modified version of the definition used by the National Institute of Corrections in its 1996 survey of state correctional systems.
Among wardens nationally, however, there is substantial (over 95 percent) agreement that supermax prisons serve to achieve at least four critical goals—increasing safety, order, and control throughout prison systems and incapacitating violent or disruptive inmates.
At the same time, respondents identified positive unintended effects of supermaxes, such as improving living conditions and outcomes for general population inmates; these effects might offset such concerns or at least broaden the justification for investing in supermaxes.
