The weapons were built by the five Xindi species in cooperation, at the instigation of the Guardians, who had informed the Xindi that Humans would be responsible for the destruction of the future Xindi homeworld in the 26th century.
It was launched against Earth in March 2153 as a test, arriving in Earth orbit through the use of a subspace vortex, allowing it to bypass Starfleet and the defense grid.
The second superweapon prototype was unmanned and test-fired in a "proving ground" in the Calindra system inside the Delphic Expanse, under the supervision of Degra himself in December 2153.

I'm of the opinion that technologies and strategies should be countered by other technologies and strategies, not by saving up and hoping you will be able to afford the uber-weapon before the other team beats you into the ground.
Pheasably, i would presume there would be superweapons used in such a space race/war, unless of course for some miracle universal agreements have held in tact and hurrah for the UN!), i mean if factions were caused by splintering of some scholars, then there would be superweapons researced...
Not to be sarcastic but there doesn't have to be any Superweapons whatsoever, in direct replacement should be a variety of Primary-Guns as in Ballistics, Missile, Energy.
