When dissent is perceived as a threat, action may be taken to prevent continuing dissent or penalise dissidents.
Suppression of dissent is undesirable in society for a variety of fundamental reasons.

My own view is that in times of war patriotic dissent involves constructive criticism, turning a very critical eye toward attacks on our service members, and, when you're going to criticize policies being carried out by the government, actually have clear and explicit alternatives you advocate instead of the current policies.
Dissent for dissent's sake may in fact be useful, if for no other reason than to force the powers that be to defend it's own position more coherently and rationally.
But, if the "powers that be" recognize that the dissent is "dissent for dissent's sake" (and this can happen fairly quickly), then they have absolutely no motivation to defend its position as no possible defense would suffice.

Suppression is easiest to discern when the action taken is unusual and information is available to apply the double standard test.
On the other hand, suppression sometimes can be counterproductive, for example when it is grossly unfair, exposing the raw face of power and stimulating greater dissent.

Meanwhile dissenters against Bush’s hawkish policies have been subject to mistreatment by law enforcement agencies, discriminatory employment practices, mass media censorship, and even secret government profiling of individuals.
The ACLU has released a document entitled “Freedom Under Fire: Dissent in Post-9/11 America” It’s a good overview of both the current state of the suppression of dissent and it also puts everything into historical context - this is nothing new to us and something we need to continue to fight for.
