  Germany Still In Juridicial Limbo
On 5 June 1945, the Supreme Headquarters Allied Expeditionary Force (SHAEF) accepted Germany's declaration of defeat and quickly moved to recognize the legitimacy of the Zweite Deutsche Reich (Second German Reich), which was claimed to have been illegally displaced by Hitler's Third Reich.
The SHAEF laws underpinned a treaty between the occupation authorities and the Second German Reich, in which the latter was invested with full administrative rights and governmental sovereignty throughout most of Berlin and in all of the German states.
Allied authorities have informed Ebel that these SHAEF laws will remain in effect for 60 years from the date of signing and apply to all of Europe.

History, Chief of Staff to Supreme Allied Commad
He desired the ultimate Supreme Commander's staff to be modelled on that employed by Marshal FOCH at the end of the war of 1914-1918: "a really small body of selected officers who dealt with the major decisions on broad lines, the day-to-day work of the war being delegated completely to commanders of army groups".
Headquarters of U.S. V Corps, with one division, were already in South-West ENGLAND in June, and by the autumn it was expected that a second infantry division, an armoured division and leading elements of an airborne division would have arrived.
The force was to consist of a corps of three divisions (one mountain), three parachute brigades and two airlanding brigades, with considerable heavy and medium bomber support, and under cover of the Home Fleet.

The Allied invasion of Normandy during World War II was perhaps the most important event of the century, saving Europe, and possibly the world, from Axis domination.
Allied parachute troops floating down along the Normandy coast were landing and being engaged by German shock troops.
It was made known at start that the supreme command felt it necessary to yield the initiative in the war of words to the Germans in order to retain the initiative on land and keep German high command in the dark as long as possible.

SHAEF would command the assault on Hitler's "Fortress Europe" and be the executive organ for establishing the occupation.
SHAEF G-5 would review the DCCAO's plans and "exercise general supervision over their execution," but only one of the G-5's six sections would lie concerned directly with civil affairs operations.
The Supreme Commander, Lumley insisted, should delegate his military government authority not to a DCCAO but to the army group commanders, who could redelegate it as needed to their subordinate commanders.

LETTERS FROM DWIGHT D.EISENHOWE TO AIR CHIEF MARSHAL SIR ARTHUR T. HARRIS
While, by direction of the Combined Chiefs of Staff, your organization is no longer technically a part of the Allied Expeditionary Force, all of us continue confidently to count upon you and Bomber Command, in any future need, the same as we have in the past.
History alone will judge the Allied Expeditionary Force in its true perspective, but we, who have worked and struggled together, can feel nothing but pride in the achievements of the men we have been honored to command, and sadness at having to be parted now.
Whatever history may relate about the exploits of the Allied Force, and the memory of man is short and fickle, it is only we, at this time, who can fully appreciate the merit and due worth of the accomplishments of this great Allied team.
